Responsibilities


(1)

DOC will:

(a)

Retain legal custody of the inmate, regardless of the inmate’s physical location;

(b)

Designate the functional unit manager/designee of the Office of Population Management as the coordinator of case planning, classification, and all status change decisions concerning each inmate on administrative transfer to a youth correction facility;

(c)

Issue all warrants and place All Points Bulletins for inmates who escape from a youth correction facility;

(d)

Manage release planning, including Second Look Conditional Release planning, and coordination of releases to other agencies holding detainers, for all inmates in OYA physical custody; and

(e)

Notify OYA of scheduled Board of Parole and Post-Prison Supervision hearings for inmates in OYA physical custody.

(2)

Using funds legislatively-appropriated to the department for this purpose, enter into agreements or arrangements with counties to provide counties with supplemental funding for the provision of reentry support and services to offenders who are released from prison before attaining 25 years of age.

(3)

OYA will:

(a)

Care for inmates in its physical custody in the same manner as youth offenders;

(b)

Provide copies of all regular, at least semi-annual reports, and special reports to the Offender Information and Sentence Computation Unit;

(c)

Provide inmates with opportunities for work and self-improvement in the same manner as youth offenders, including compensation when warranted;

(d)

Provide programs and treatment for inmates as OYA determines are appropriate;

(e)

Not release an inmate from OYA physical custody, including inmates with detainers from other municipal, state or federal agencies, without the express approval of DOC;

(f)

Exercise reasonable control of inmates and use security units when warranted. All inmate major behavior violations or circumstances deemed serious by OYA staff must be brought to the attention of the youth correction facility superintendent and the Office of Population Management;

(g)

Report to the Office of Population Management an inmate’s alleged commission of any crime while in the physical custody of the OYA;

(h)

Immediately report escapes. If the inmate escapes from a youth correction facility, the facility shall immediately notify the functional unit manager of Offender Information and Sentence Computation and shall, within 24 hours thereafter, return any and all inmate file material to the Offender Information and Sentence Computation Unit;

(i)

Comply with after-hours escapes notifications: For escapes which occur after regular business hours, OYA must immediately contact the facility designated by DOC.

(3)

OYA may provide authorized reentry support services described in DOC administrative rules 291-052-0100 (Authority, Purpose and Policy) to 291-052-0170 (Second Look) and OYA administrative rules 416-255-0010 (Purpose) TO 416-255-0030 (Reentry support and services) for inmates released from a youth correctional facility.
