HB 2032 - Mental Health and Substance Use Disorder Pilot Program


(1)

The Health Systems Division of the Oregon Health Authority (Division) shall conduct an application process for grants from House Bill 2032 (2019 Regular Session), Section 2 Mental and Behavioral Health Pilot Program. The application process shall include but not necessarily be limited to:
(a) Public notification of the availability of financial assistance for Coordinated Care Organizations (CCOs) from the Mental and Behavioral Health Pilot Program.
(b) Issuance of a request for grant proposals.
(c) Evaluation of the proposals and the award of grants to CCOs in accordance with the process and criteria set forth in the request for grant proposals and this division of administrative rules.
(2) To be considered for funding, a CCO must include the following minimum information in its proposal, as outlined in the request for grant application:
(a) An Application Cover Sheet with all sections completed.
(b) A Budget and Narrative.
(c) A Project Implementation Plan and Strategy.
(d) Geographic areas the proposer is proposing to serve.
(e) Key Person(s) Resume and Qualifications.
(f) A description of the demonstrated commitment to partner with local offices of the Department of Human Services, hospitals and health systems located in the geographic area to be served by the CCO.
(g) All other information required by the request for grant proposals.
(3) Proposals are reviewed by an evaluation committee of the Division in accordance with the process and criteria set forth in the request for grant proposals and this division of administrative rules. The Division shall approve, approve in part and reject in part, or reject each received proposal within 60 days after the submission deadline. Written notification shall be mailed to the proposer no later than five working days after the final actions are taken on the proposals. Because the State of Oregon wishes to fund programs in both urban and rural areas of the state, the Division considers, as part of the evaluation process, the geographic area of the state to be served by the CCO.
(4) The Division shall ensure there is equitable geographic representation in the application process. In the event the Division does not get applications representing the required geographic area in HB2032, then the Division will work with CCO’s within that geographic area to encourage application submission. If necessary, the Division will direct contract with a CCO that is willing to create a pilot program that aligns with the HB 2032 and Division goals.
