Water Quality Trading Objectives

Water quality trading authorized under this rule must:

(1)

Be consistent with anti-degradation policies;

(2)

Not cause or contribute to an exceedance of water quality standards;

(3)

Be consistent with local, state, and federal water quality laws;

(4)

Be designed to result in a net reduction of pollutants from participating sources in the trading area;

(5)

Be designed to assist the state in attaining or maintaining water quality standards;

(6)

Be designed to assist in implementing TMDLs when applicable;

(7)

Be based on transparent and practical Best Management Practices (BMPs) quality standards to ensure that water quality benefits and credits are generated as planned; and

(8)

Not create localized adverse impacts on water quality and existing and designated beneficial uses.
