Purpose

Youth offenders committed to Oregon Youth Authority (OYA) custody may be placed in substitute care as determined by OYA according to Oregon laws, and OYA policies and procedures. The purpose of these rules is to establish standards for OYA substitute care providers and ensure that the best interests of youth offenders are met when making out-of-home placements.
