Disclosure and Use of Records Limited


Except for the purposes directly connected with the administration of the programs of services to persons who are blind or visually impaired as provided for in ORS Chapter 346 (Programs for Persons Who Are Blind or Deaf) and these rules, no person shall solicit, disclose, receive, make use of, or authorize, knowingly permit, participate in, or acquiesce in the use of any lists, names, or any other information concerning persons that may become known to Commission either by application for services, for purposes of the register of persons who are blind, or for any other purpose directly or indirectly derived from the records, papers, files, or communications by any agency or department of government or person to which they may be furnished or acquired in the course of performance of official duties. Such records, papers, files and communications as identified herein are otherwise considered confidential.
