Procedures for the Issuance of Parking Permits for Winter Recreation Parking Areas


The following procedures apply to the issuance of Winter Recreation Parking Permits (Sno-Park permits) that are required to park certain vehicles in winter recreation parking areas:

(1)

There are four types of Sno-Park permits: Annual, Interim Annual, Three-day, and Daily. Each permit type is printed a different color for purposes of identification. Sno-Park permits are valid as follows:

(a)

The Annual permit is valid for a one year period beginning November 1 and must be displayed from November 1 to April 30. An Interim Annual Sno-Park permit issued by electronic means under OAR 735-018-0140 (Sno-Park Permits Issued by Electronic Means) is valid as described in section (4) of this rule until it becomes invalid as described in section (5) of this rule;

(b)

The Three-day permit is valid for three consecutive calendar days. Example: a three-day Sno-Park permit marked for use on Monday expires at midnight on Wednesday;

(c)

The Daily permit is valid for one calendar day, and expires at midnight on the day it is marked for use.

(2)

Sno-Park permits must be displayed inside the vehicle, near the lower left corner of the windshield with the permit number, type and validity dates clearly visible from outside of the vehicle.

(3)

Sno-Park permits are issued to any person upon request and payment of the applicable fees. A person may transfer a permit from vehicle to vehicle.

(4)

An Interim Annual Sno-Park permit is generated electronically for each Annual Sno-Park permit purchased using DMV’s website and will be sent to the email address provided at the time of purchase. The Interim Annual Sno-Park permit is valid when the person:

(a)

Prints the Interim Annual Sno-Park permit in black ink on a letter-sized (8.5” x 11”) piece of white paper; and

(b)

Places the Interim Annual Sno-Park permit inside a vehicle in accordance with section (2) of this rule when parking in a Winter Recreation Parking Area in Oregon.

(5)

An Interim Annual Sno-Park permit becomes invalid when one of the following occurs:

(a)

The person receives the Annual Sno-Park permit; or

(b)

Fourteen days have passed since the Temporary Sno-Park permit was issued.

(6)

DMV may appoint Sno-Park permit sales agents to issue Sno-Park permits to the public on behalf of the Division. Any person or business wishing to be appointed as a Sno-Park permit sales agent must enter into a Sno-Park permit sales agent agreement with DMV.

(7)

Sno-Park permit fees are established by the Oregon Transportation Commission under OAR 734-020-0070 (Fee for Issuance of Winter Recreation Parking Sno-Park Permits).

(8)

DMV will maintain records on the number and type of Sno-Park permits issued, and the fee amounts collected from the sale of Sno-Park permits. The date of issuance or to whom a permit is issued will not be recorded unless the applicant purchases the permit through an electronic transaction at DMV’s website. DMV will use the customer information to mail the Sno-Park permit and to assist with undelivered permits.
