Statewide Comprehensive Outdoor Recreation Planning Process

This process is defined as a continuous statewide comprehensive five-year cycle of outdoor recreation planning events that result in: Policy and issue determination; annual action programs to address salient issues; and monitoring devices for the implementation of these actions. The base for the process is found in the periodic update of the state’s recreation supply inventory, demand assessment and needs analysis. The Statewide Comprehensive Outdoor Recreation Plan (SCORP) is the product of this process. “Oregon SCORP — 1983” was endorsed and approved by the Governor of the State of Oregon on August 19, 1983.

The primary guidelines for performing this planning process will be Parts 630 and 635 of the U.S. Department of the Interior, Heritage Conservation and Recreation Service Manual.
