Blank Outline Levels

In some ORS sections, the legislature has left some outline levels empty.

For example, the original source text of ORS 166.274 reads, in part:

(3) A person may apply [...]
(4)(a) A person petitioning for relief [...]

Here, (3), (4), and (4)(a) are all outline levels, but (4) was intentionally left blank by its authors. And so, when OregonLaws displays sections like this, we add a button to indicate that the blank outline level isn't a mistake. We hope this is the clearest way to present the text.
