This section was broad enough to authorize a port authority to issue revenue bonds intended to finance a private electric power company’s pollution control facility. Port of St. Helens v. Geiser, 19 Or App 87, 526 P2d 626 (1974), Sup Ct review denied
Port districts’ powers are limited to those delegated by legislature either expressly or by necessary implication. Brusco Towboat v. State Land Bd., 30 Or App 509, 567 P2d 1037 (1977), as modified by 284 Or 627, 589 P2d 712 (1978)
