Coho Salmon in the Oregon Portion of the Klamath River and Tributaries
(1)
Goal: Restore self-sustaining populations of naturally reproduced coho salmon in the Oregon portion of the Klamath River and its tributaries.(2)
Policies:(a)
Coho salmon shall be monitored for natural re-colonization into the Oregon portion of the Klamath River and its tributaries.(b)
A Re-Introduction Implementation Plan shall be prepared which identifies facilities and evaluation activities to monitor natural re-colonization of coho salmon into the Oregon portion of the Klamath River and its tributaries.(c)
Coho salmon in the Oregon portion of the Klamath River and its tributaries shall be managed for natural production consistent with the Native Fish Conservation Policy (OAR 635-007-0503 (Native Fish Conservation Policy Goals)).(d)
No coho salmon shall be released into the Oregon portion of the Klamath River and its tributaries, unless re-colonization is not occurring or is too slow as described through criteria directed under the Re-introduction Implementation Plan.(e)
An Anadromous Fish Conservation Plan for coho salmon in the Oregon portion of the Klamath River and its tributaries, or amendments to the Recovery Plan for SONCC Coho, consistent with stipulations of the Department’s Native Fish Conservation Policy (OAR 635-007-0503 (Native Fish Conservation Policy Goals)) shall be prepared for Oregon Fish and Wildlife Commission approval, once self-sustaining population(s) of coho salmon are established in the Oregon portion of the Klamath River and its tributaries.(f)
The Anadromous Fish Conservation Plan, or amendments to the Recovery Plan for SONCC Coho, prepared for Oregon Fish and Wildlife Commission approval shall provide policy direction to guide management of established coho salmon populations in the Oregon portion of the Klamath Basin. This plan will be incorporated into a comprehensive plan for fisheries management of the entire Klamath River Basin that will fulfill requirements of the Pacific Fisheries Management Council.(3)
Objectives:(a)
Monitor natural re-colonization of coho salmon into the Oregon portion of the Klamath River and its tributaries.(b)
Protect and improve coho salmon habitat in the Oregon portion of the Klamath River and its tributaries.(c)
Integrate self-sustaining populations of coho salmon returning to the Oregon portion of the Klamath River Basin into tribal, sport and commercial fisheries through development of an Anadromous Fish Conservation Plan, or amendments to the Recovery Plan for SONCC Coho.
