Water authority formation

A water authority may be formed by any of the methods provided for in ORS 450.665 (Formation of authorities under special districts law) to 450.680 (Formation of authorities by cities and water districts) or 450.785 (Initiation of formation of sanitary authority by governing body without petition). Notes of Decisions

Where city with home rule charter enacted ordinance imposing franchise fee on sanitary authority for use of city's rights-of-way, ordinance operates concurrently with state law and is not preempted.
