Public Health and Safety Standards for Surface Facilities Related to Underground Gas Storage Reservoirs


To issue a site certificate for a proposed surface facility related to an underground gas storage reservoir, the Council must make the following findings:

(1)

The proposed facility is located at distances in accordance with the schedule below from any existing permanent habitable dwelling:

(a)

Major facilities, such as compressor stations, stripping plants and main line dehydration stations — 700 feet.

(b)

Minor facilities, such as offices, warehouses, equipment shops and odorant storage and injection equipment — 50 feet.

(c)

Compressors rated less than 1,000 horsepower — 350 feet.

(d)

Roads and road maintenance equipment housing — 50 feet.

(2)

The applicant has developed a program using technology that is both practicable and reliable to monitor the facility to ensure the public health and safety.
