Spring Sport Fishery


The the 2021 Oregon Sport Fishing Regulations provide requirements for the Columbia River Zone and the Snake River Zone. However, additional regulations may be adopted in this rule division from time to time, and, to the extent of any inconsistency, they supersede the 2021 Oregon Sport Fishing Regulations.
(1) The Columbia River Spring Recreational Fishery area boundaries include the following:
(a) Beacon Rock line projects from a deadline marker on the Oregon bank (approximately four miles downstream from Bonneville Dam Powerhouse One) in a straight line through the western tip of Pierce Island to a deadline marker on the Washington bank at Beacon Rock.
(b) Carrolls Channel includes the those waters of the Columbia River northeast of Cottonwood Island from the upstream end of Cottonwood Island downstream to the Cowlitz and Columbia River confluence.
(c) Cowlitz River Bubble: Those waters of the mainstem Columbia River bounded by a downsteam boundary line projecting from a point on the Washington shore through Dolphin Marker J (near Shipping Terminal 9), southerly across the Columbia River to Columbia Park Boat Ramp in Rainier, Oregon, and an upper boundary line projecting from a point on the Washington shore through Cottonwood Island Dike Light “31”, southerly across the Columbia River to a deadline marker on the Oregon shore.
(d) Tower Island power lines (approximately six miles below The Dalles Dam)
(e) Warrior Rock line projects from the Warrior Rock lighthouse on the Oregon shore to red USCG bouy #4, then to the piling dolphin on the lower end of Bachelor Island.
(2) Effective March 1 through June 15, the Columbia River Select Area salmon and steelhead bag limit will be as follows:
(a) On days when the mainstem angling is allowed in the lower Columbia River recreational fishery downstream of Bonneville Dam is open to the retention of Chinook salmon, the bag limit is the same as the lower mainstem Columbia River bag limit; and
(b) On days when the mainstem Columbia River recreational fishery downstream of Bonneville Dam is closed to the retention of Chinook salmon, the permanent bag limit regulations apply.
(3) Effective May 21 through June 15, in the Columbia River from the Tongue Point/Rocky Point line upstream to the I-5 bridge, the daily steelhead bag limit is one hatchery steelhead.
(4) Effective May 29 and June 1 through June 15, the lower Columbia River from the Tongue Point/Rocky Point Line upstream to Bonneville Dam is open to angling for and retention of salmon and steelhead, with the following regulations:
(a) The daily adult bag limit is two hatchery salmonids (Chinook and steelhead only), of which only one may be a Chinook and only one may be a steelhead; and
(b) All coho, wild Chinook, and wild steelhead must be released.
(c) Angling from a boat is not allowed in the Cowlitz River bubble including all of Carrolls Channel.
(5) Effective May 29, May 30, June 5, and June 6, the Columbia River from Bonneville Dam upstream to the OR/WA border (upstream of McNary Dam) is open to angling for and retention of salmon and steelhead with the following regulations:
(a) Angling from a boat is not allowed from Bonneville Dam upstream to the Tower Island Powerlines.
(b) The daily adult bag limit is two hatchery salmonids (Chinook and steelhead only), of which only one may be a Chinook and only one may be a steelhead; and
(c) All coho, wild Chinook, and wild steelhead must be released.
(6) All other General, Statewide and Zone Regulations, as provided in the 2021 Oregon Sport Fishing Regulations, remain in effect.
