A person commits the offense of failure to carry roadside vehicle warning devices if:
(a)
The person drives or moves on any highway or owns and causes or knowingly permits to be driven or moved on any highway any vehicle subject to the requirements to use roadside vehicle warning devices under ORS 811.530 (Failure to post warnings for disabled vehicle); and
To any vehicles operated within a business district or residence district.
