Kraft Pulp Mills: More Restrictive Emission Limits


The DEQ may establish more restrictive emission limits than the numerical emission standards contained in OAR 340-234-0210 (Kraft Pulp Mills: Emission Limitations) and maximum allowable daily mill site emission limits in kilograms or pounds per day for an individual mill upon a finding by DEQ that:

(1)

The individual mill is located or is proposed to be located in a special problem area or an area where ambient air standards are exceeded or are projected to be exceeded or where the emissions will have a significant impact in an area where the standards are exceeded; or

(2)

An odor or nuisance problem has been documented at any mill, in which case the TRS emission limits may be reduced below the regulatory limits; or DEQ may require the mill to undertake an odor emission reduction study program; or

(3)

Other rules which are more stringent apply.
NOTE: This rule is included in the State of Oregon Clean Air Act Implementation Plan that EQC adopted under OAR 340-200-0040 (State of Oregon Clean Air Act Implementation Plan) with the exception of references to Total Reduced Sulfur.
