Federal law supersedes state law
(1)
To the extent that there is any conflict between chapter 319, Oregon Laws 1971, and any federal law referred to or to be administered under chapter 319, Oregon Laws 1971, the federal law in effect on June 8, 1971, is controlling.(2)
In all cases where federally granted funds are involved, the federal laws, rules and regulations applicable thereto shall govern notwithstanding any provision to the contrary in ORS 409.010 (Department of Human Services), 409.060 (Department of Human Services Account), 409.070 (Department of Human Services Special Checking Account), 409.093 (Policy on incorporation of family support policies) to 409.160 (Information from personnel within department), 411.060 (Rules) and this subsection.
