Procurement Method

(1)

For any Contract estimated to cost $50,000 or less, the Treasurer may allow a preference for, or limit competition to, contracting entities owned or controlled by disadvantaged persons described in ORS 279A.100 (Affirmative action)(1).

(2)

The Treasurer may participate in, sponsor, conduct, or administer cooperative procurements as described in ORS 279A.200 (Definitions for ORS 279A.200 to 279A.225) through 279A.225 (Protests and disputes); provided, however, the Treasurer may conduct and administer cooperative procurements only for programs under the authority of the Treasurer and for public entities that are not subject to the exclusive authority of the Department of Administrative Services under ORS 279A.050 (Procurement authority)(7).

OAR 170-002-0120 (Small Procurements) through OAR 170-002-0140 (Special Procurements) apply to the Procurement of Goods and Services.

(4)

OAR 170-002-0145 (Discretionary Exempt Procurements) applies to Procurements for goods, services and Contracts that are Exempt, unless otherwise provided in OAR 170-061-0300 (Selection of Underwriters and Advisors by the State Treasurer).

(5)

OAR 170-002-0150 (Offers) through OAR 170-002-0170 (Mistakes) apply to all Procurements conducted by the Treasurer.
