Disposition of Bids if Solicitation Cancelled

(1)

Prior to bid opening. When an invitation for bids is cancelled prior to bid opening, all bids received may be returned to bidders unopened, if submitted in a hard copy format with a clearly visible return address. If there is no return address on the envelope, the bid may be opened to determine the source and then returned to sender.

(2)

After bid opening. When all bids are rejected, the bids received may be retained and become part of the STATE’s permanent solicitation file.
