Education project grants

(1)

Subject to rules of the State Board of Education, the Superintendent of Public Instruction shall distribute a share of moneys in the School Capital Construction, Maintenance and Technology Fund to school districts as education project grants. The education project grants shall be distributed in one payment each distribution year. The education project grants shall be used for any state education project, as defined in ORS 327.700 (Definitions for ORS 327).

Each school district’s education project grant = the district’s extended ADMw for the distribution year ´ (the total amount available for the grants in each distribution year ¸ the total statewide extended ADMw in the distribution year).

(3)

Each school district shall deposit the amounts it receives as an education project grant in a separate account, and shall apply amounts in that account to pay for costs of state education projects or shall hold amounts in that account in reserve and apply them to pay costs of future state education projects.

(4)

School districts receiving education project grants from the School Capital Construction, Maintenance and Technology Fund shall, if so directed by the Oregon Department of Administrative Services, take any action specified by the Oregon Department of Administrative Services that is necessary to maintain the excludability of lottery bond interest from gross income under the United States Internal Revenue Code. Sec. 3. Lottery bonds for providing broadband access to schools. (1) For the biennium beginning July 1, 2021, at the request of the Oregon Department of Administrative Services, after the department consults with the Department of Education, the State Treasurer is authorized to issue lottery bonds pursuant to ORS 286A.560 (Definitions for ORS 286A) to 286A.585 (Lottery bonds for community sports facilities) in an amount that produces $17.5 million in net proceeds for the purposes described in subsection (2) of this section, plus an additional amount estimated by the State Treasurer to be necessary to pay bond-related costs.

Net proceeds of lottery bonds issued under this section must be transferred to the Department of Education for deposit in the Connecting Oregon Schools Fund established in ORS 276A.424 (Connecting Oregon Schools Fund) for providing matching funds for federal moneys received by school districts for the purpose of providing broadband access to eligible schools in this state.

The Legislative Assembly finds that the use of lottery bond proceeds will create jobs, further economic development, finance public education or restore and protect parks, beaches, watersheds and native fish and wildlife, and is authorized based on the following findings:

(a)

Assisting school districts with matching funds promotes expansion of access to high speed broadband for public education; and

(b)

Providing financial assistance to school districts for building connections to broadband infrastructure will enhance community efforts to promote economic growth. [2021 c.682 §3]
Sec. 23. Lottery bonds for the Willamette Career Academy facility. (1) For the biennium beginning July 1, 2021, at the request of the Oregon Department of Administrative Services, after the department consults with Willamette Education Service District, the State Treasurer is authorized to issue lottery bonds pursuant to ORS 286A.560 (Definitions for ORS 286A) to 286A.585 (Lottery bonds for community sports facilities) in an amount that produces $6,921,150 in net proceeds for the purposes described in subsection (2) of this section, plus an additional amount estimated by the State Treasurer to be necessary to pay bond-related costs.

(2)

Net proceeds of lottery bonds issued under this section must be transferred to the department for deposit in the ODAS Economic Development Distributions Fund established under ORS 461.553 (ODAS Economic Development Distributions Fund) for distribution to Willamette Education Service District for renovating and equipping the Willamette Career Academy facility in Salem.

The Legislative Assembly finds that the use of lottery bond proceeds will create jobs, further economic development, finance public education or restore and protect parks, beaches, watersheds and native fish and wildlife, and is authorized based on the finding that improving access to technical education for Oregonians entering the workforce will facilitate and encourage economic development. Sec. 26. Lottery bonds for the Rogue River Wimer Wellness Center. (1) For the biennium beginning July 1, 2021, at the request of the Oregon Department of Administrative Services, after the department consults with Rogue River School District, the State Treasurer is authorized to issue lottery bonds pursuant to ORS 286A.560 (Definitions for ORS 286A) to 286A.585 (Lottery bonds for community sports facilities) in an amount that produces $3 million in net proceeds for the purposes described in subsection (2) of this section, plus an additional amount estimated by the State Treasurer to be necessary to pay bond-related costs.

(2)

Net proceeds of lottery bonds issued under this section must be transferred to the department for deposit in the ODAS Economic Development Distributions Fund established under ORS 461.553 (ODAS Economic Development Distributions Fund) for distribution to Rogue River School District to build the Rogue River Wimer Wellness Center, which will include health and early learning services.

The Legislative Assembly finds that the use of lottery bond proceeds will create jobs, further economic development, finance public education or restore and protect parks, beaches, watersheds and native fish and wildlife, and is authorized based on the following findings:

(a)

Expanding access to health and mental health care for all members of the workforce will promote economic development.

(b)

Early education is a necessary component of a climate that facilitates and encourages economic development. [2021 c.682 §26]
Sec. 39. Lottery bonds for the Serendipity Center. (1) For the biennium beginning July 1, 2021, at the request of the Oregon Department of Administrative Services, after the department consults with the Serendipity Center, the State Treasurer is authorized to issue lottery bonds pursuant to ORS 286A.560 (Definitions for ORS 286A) to 286A.585 (Lottery bonds for community sports facilities) in an amount that produces $2.8 million in net proceeds for the purposes described in subsection (2) of this section, plus an additional amount estimated by the State Treasurer to be necessary to pay bond-related costs.

(2)

Net proceeds of lottery bonds issued under this section must be transferred to the department for deposit in the ODAS Economic Development Distributions Fund established under ORS 461.553 (ODAS Economic Development Distributions Fund) for distribution to the Serendipity Center for construction of an addition on the school campus that will include classrooms, spaces for physical movement, and counseling.

(3)

The Legislative Assembly finds that the use of lottery bond proceeds will create jobs, further economic development, finance public education or restore and protect parks, beaches, watersheds and native fish and wildlife, and is authorized based on the finding that expanding therapeutic education programs and services for at-risk youth will facilitate and encourage economic development.
