A sign that is visible from a state highway may not be erected or maintained in an area that has been established by final order as a scenic area except:
Signs approved by the Director of Transportation, or the authorized representative of the director, erected and maintained by a public utility or telecommunications utility for the purpose of giving warning of the location of an underground cable or other installations.
Unless adequately screened as provided in ORS 377.620 (Restrictions on maintaining or establishing junkyard along highway) (3)(a) or unless located within a zoned industrial area, no junkyard shall be established which is visible from a state highway where the area immediately adjacent to the state highway has been established by final order as a scenic area.
