Rules governing re-application for, and reconsideration of, comprehensive plan in zone changes and interpretation of those rules are “local aspects of land conservation and development” which legislature left to local governments and doctrine of res judicata does not bar reconsideration of comprehensive plan and zoning amendments after LCDC determination of invalidity.
