Fees


(1) Pursuant to ORS 342.127 (Fees), the Commission has established fees for the processing of applications.
(2) All fees are non-refundable.
(3) Effective January 19, 2016, all fees must be paid by Electronic Funds Transfer (EFT) through the TSPC online payment process. Electronic Funds Transfer (EFT) is defined as the movement of funds by non-paper means usually through a payment system, including but not limited, an automated clearinghouse or the Federal Reserve’s Fedwire system.
(4) Application fees for first licensure, registration or certification:
(a) American Indian Language Teaching license: $182
(b) Career and technical education licenses: $182
(c) Charter school registrations: $182
(d) Emergency licenses: $182
(e) Exceptional Administrator license: $182
(f) International Visiting Teacher: $247 (The $247 fee includes the $65 out-of-state evaluation fee.)
(g) Legacy licenses: $182
(h) License for Conditional Assignment: $182
(i) Limited licenses: $182
(j) Preliminary licenses: $182
(k) Professional licenses: $182
(l) Reciprocal licenses: $247 (The $247 fee includes the $65 out-of-state evaluation fee.)
(m) Restricted licenses: $182
(n) School nurse certificates: $182
(o) Substitute licenses: $182
(p) Teacher Leader: $182
(q) Teacher Associate: $182
(5) Out-of-state/international application evaluation fee: $65 (The evaluation fee is in addition to all required application and background clearance fees unless otherwise noted in this rule.)
(6) Renewals, Reissues and Reauthorizations: All renewals, reissues and reauthorizations of licenses, certificates, and registrations: $182
(a) If an educator holds an active and valid teaching certification from the National Board for Professional Teaching Standards (NBPTS), the educator’s license is renewed without charge.
(7) Principal and Administrator Licenses: Effective January 1, 2020, application fees for first licensure, registration, certification, renewal, reissue, and reauthorization of all Principal and Administrator licenses will be $189.
(8) Late Fees: Pursuant to ORS 342.127 (Fees), the Commission has established the following late fee process:
(a) An applicant will pay $40 per month late fee for each portion of a month following expiration of the license, registration or certificate for a maximum of $200.
(b) Late fees are in addition to all other required fees.
(c) Late fees may only be imposed one time following the expiration of a license, registration or school nurse certificate. If the applicant does not initially qualify for the license or certificate the applicant is seeking to reinstate, no additional late fees will be imposed upon application for subsequent licenses so long as the applicant has a current active license, registration or certification in effect at the time of application.
(9) Reinstatement of licenses, registrations, and certificates:
(a) Expired: $382 (The fee includes the application fee of $182 and the expired reinstatement fee of $200 but does not include the background clearance fee.)
(b) Suspended: $382 (The fee includes the application fee of $182 and the suspended reinstatement fee of $200 but does not include the background clearance fee.)
(c) Revoked: $442 (The fee includes the application fee of $182 and the revoked reinstatement fee of $260 but does not include the background clearance fee.)
(d) If the applicant holds another active and valid Oregon educator license at the time of the application for reinstatement, the applicant will not be assessed the additional $260 reinstatement fee to reinstate the second license.
(10) Endorsements and Specializations:
(a) Adding or removing an endorsement outside of licensure renewal application process: $182
(b) Adding a specialization outside of licensure renewal application process: $182
(11) Other Fees:
(a) Background clearance: $20 plus the cost of the law enforcement agency background check fee. (Does not include the actual cost of fingerprinting.)
(b) Expedited service: $194
(c) Gold-seal paper license: $50
(d) Non-Sufficient Funds (NSF): $33
(12) Online Portal Provider Fee: In addition to the Commission-established fees under this subsection, applicants must pay a fee associated with accessing the online application system that is collected by the operators of the online system. This fee is collected and assessed according to agreements with the Commission, Department of Administrative Services and the operators of the online application system.
