(1)

ORS 198.705 (Definitions for ORS 198) to 198.955 (Disposition of assets) may be cited as the District Boundary Procedure Act.

(2)

Except as otherwise provided by ORS 199.410 (Policy) to 199.519 (Effective date of boundary change), all district formation or change of organization proceedings shall be initiated, conducted and completed as provided by ORS 198.705 (Definitions for ORS 198) to 198.955 (Disposition of assets). However, ORS 198.705 (Definitions for ORS 198) to 198.955 (Disposition of assets) are not intended to apply when a change of organization is made by statute as provided by ORS 222.510 (Annexation of entire district) to 222.580 (Procedure applicable to prior annexations in which no property division was made), 451.573 (Definitions for ORS 451) to 451.577 (Dissolution of special district) and 451.585 (Duty of city when all or part of district incorporated or annexed).
